If #Saskatchewan’s Lieutenant Governor resigned today they would not be able to pass the necessary bill invoking the notwithstanding clause until the federal government replaced them.
I’m been reacquainting myself with the specifics of disallowance and reservation and it strikes me as very interesting that while the GG can’t disallow a law without the advice of the governor-in-council, the provincial LG can reserve a law at their own, independent, discretion.
At that point the GG could simply withhold assent for a year and the law would lapse.
Keep in mind that LGs serve at the pleasure of the GG, not the premiers.

There is a cost barrier to existing residential stock to an electrified future.
Similar to Hawaiian Electric mentioned above at 111, AB is not properly incentivizing the installation of 200Amp panels, but rather emphasizing cost savings for corporate bonus benefit.
Without intervention, Alberta would likely look to a situation where people favour new builds in the suburbs where electrification is more cost-effective.
However, homes that were built in the last 5 years may enjoy upgraded wiring. Newer homes then with 100Amp service may see prices in the range of $4000 to simply upgrade panels without other costly procedures.
So, depending on each residence, a switch to electric appliances plus EVs can mean overburdening the existing 100Amp panel. One way around this is the use of smart devices to monitor and manage the load on the panel, and mileage varies.
I understand that at least for Edmonton between the years of 1970 to 2015, homes were built with 100Amp service, and were not wired for anything more. What this means is the owners bear the cost of hiring an electrician to re-trench and lay upgraded wiring for 200Amp. I understand this can vary, and be costly as prices seen go to $11,000 and up. But, EPCOR and others must also run new line to the house in question and prices vary to $30,000.

Alberta's energy minister said on #Twitter / #X that upgrading a garage to 200 amp service for electric vehicle charging costs $50,000 or more for most homes.

With the above in mind, the UCP have run ads across Canada, have likely used the Alberta Electric System Operator to repeat AB GOV talking points, and threatened court action "against Ottawa”. But, I think this simply highlights that the UCP do not have the political will to speak to affordability issues for Albertans or Canadians in general. Otherwise, there should be at least $20B to deal with electricity bills.
Under AB's weak Energy and Environment regulatory framework, Albertans also face a substantial increase in electricity bills. In an effort to address affordability, AB GOV at some point issued a $200M loan to Alberta Utility Companies. But, rather than address the issue of affordability for Albertans posed by this $200M loan, among other things, the UCP considers giving $20B to Oil and Gas to clean up old wells.
