It's Bowser, the bad guy from the Mario games, only he's dressed in a punk rockabilly style. He's got a big red pompadour and is wearing jeans with rolled cuffs, a white tee shirt, and a leather jacket with a lot of studded spikes all over it (echoing the spiked armbands from his original Nintendo design.) He's also got a guitar strapped to his shell.
