Whilst trying to compare council maintained schools and academies, it didn't explain the distinctions of how the are run and why they may perform better or worse (I.e. Even if academies are not a solution, there must have been a rationale for the change).

A few years ago the buzz in local government was all about commercialisation. This was supposed to be the way councils weathered austerity, by making investments, some of them more risky than others, in business, in order to make some money so they didn't rely so heavily on taxpayers or central government grants. In Thurrock this is unravelling. Local government isn't business, so some councils will fail spectacularly at it.
