Vernetztes Handeln
Außen-, Europa-, Verteidigungs-, Entwicklungs-, Menschenrechts-, Wirtschafts- und Innenpolitik müssen heute untrennbar miteinander verbunden gedacht und gestaltet werden, auf dem unverrückbaren Fundament unserer Verankerung in EU und NATO. Unsere Sicherheit, unsere Freiheit und unser Wohlstand hängen davon ab, wie wir in der Welt als selbstbewusstes Mitglied von EU und NATO auftreten. In Zeiten zunehmender globaler Systemrivalität zwischen Demokratien und Autokratien erfordert der Schutz unserer Werte und unserer Interessen unser robustes Eintreten für das internationale Recht, mit einer widerstandsfähigen Wirtschaft, mit der nötigen militärischen Ausrüstung und Abschreckung und engen Partnerschaften mit Gleichgesinnten überall auf dieser Erde für souveränes und zugleich vernetztes Handeln.
Wirksamer Multilateralismus durch Augenhöhe mit Partnern aus dem Globalen Süden
Die Zusammenarbeit mit den Staaten Afrikas, Südamerikas und Asiens wird angesichts der Ablehnung universell gültiger Menschenrechte durch China und Russland immer wichtiger. Unsere am Multilateralismus statt am Multipolarismus orientierte Diplomatie sollte sich, ohne Normen und Standards aufzuzwingen, für demokratische Werte einsetzen und zeigen, dass Menschenrechte eine universelle und keine „westliche“ Errungenschaft sind. Wir müssen den Staaten des Globalen Südens, insbesondere den zahlreichen Demokratien unter ihnen auf Augenhöhe begegnen, geprägt von Respekt und Verständnis. Belehrungen mit erhobenem Zeigefinger sind fehl am Platz. Nur wenn wir faire Angebote machen, verlieren die trügerischen Lockrufe aus Peking und Moskau ihren Reiz.
Den Versuch Chinas und Russlands, die BRICS als Gegenformat zur G7 zu instrumentalisieren, müssen wir sehr ernst nehmen. Unsere entwicklungspolitische Antwort darauf muss sein, die Partnerschaften mit dem Globalen Süden z. B. durch neue Freihandelsabkommen und konkrete Unterstützung zu intensivieren, um idealerweise eine globale Freihandelszone der Demokratien zu schaffen. Gleichzeitig sollten wir auch die G7 erweitern, z. B. um enge Freunde wie Australien und Südkorea.
Pfeiler Transatlantische Zusammenarbeit
Deutschlands außenpolitisches Fundament steht auf drei unverzichtbaren Pfeilern: der europäischen Integration, dem euroatlantischen Bündnis in der NATO und der transatlantischen Freundschaft mit den USA und Kanada. Zu deren Vertiefung bedarf es eines starken transatlantischen Sicherheitsnetzes, das deutsche und europäische Interessen unabhängig von der politischen Farbe der US-Administration durch enge politische, wirtschaftliche, akademische und nicht zuletzt persönliche Beziehungen von Washington D. C. über die Bundesstaatsebene bis hin zu Städtepartnerschaften trägt. Zur transatlantischen Freundschaft gehört aber auch die nötige Entwicklung eines „transatlantischen Reflexes“, der uns auf beiden Seiten des Atlantiks hilft, protektionistische Gesetzgebung zu vermeiden, die den Beziehungen zwischen der EU und den USA schadet.
Pfeiler Europäische Union
Zugleich müssen wir auch in der EU unsere Hausaufgaben machen und unsere Souveränität ausbauen. Eine wirksame Gemeinsame Außen- und Sicherheitspolitik können wir nur durch den Übergang zu qualifizierten Mehrheitsentscheidungen erreichen. Ebenso stärken wir uns selbst, indem wir die europäische Integration mit neuem Leben füllen, z. B. durch die Modernisierung des EU-Beitrittsprozesses mit konkreten Zwischenschritten vor dem Vollbeitritt. Eine variablere EU mit äußeren und inneren Kreisen ist der geeignete Weg, der einerseits Kandidatenländern die Annäherung in realistischer Zeitperspektive ermöglicht und andererseits jene Staaten vorangehen lässt, die die europäische Integration vertiefen wollen. Aus liberaler Sicht streben wir eine solche bundesstaatliche Struktur z. B. auf den Feldern der Außen-, Verteidigungs-, Sicherheits-, Migrations-, Asyl-, Währungs- und Handelspolitik an, während vor allem auf den Feldern der Steuer-, Sozial-, Bildungs- und Kulturpolitik die Zuständigkeit der Mitgliedsstaaten nicht angetastet werden darf. Dezentrale Verfasstheit sowie Subsidiarität und Verhältnismäßigkeit sind der Schlüssel für eine gelingende europäische Integration.
Ein weiterer Schlüssel für europapolitischen Erfolg liegt in der Zusammenarbeit mit allen EU-Mitgliedern, ob neu oder Gründungsmitglied, ob groß oder klein. Deutschland muss an seiner Vertrauensbasis im Verhältnis zu allen EU-Mitgliedern arbeiten und muss verdeutlichen, dass Alleingänge wie bei Nord Stream 2 Vergangenheit sind. Vertiefte Formate wie das Weimarer Dreieck oder die deutsch-französische Zusammenarbeit sollen vorangetrieben werden, ohne andere EU-Partner auszuschließen. Gleichzeitig dürfen wir bei allen institutionellen Reformen nicht versäumen, den Wirtschaftsstandort Europa wieder attraktiver zu machen. Statt sich mit Überregulierung und protektionistischen Ansätzen das Leben schwer zu machen, muss die EU auf die Stärke ihres Binnenmarktes und auf Bürokratieabbau setzen.
Pfeiler NATO
Mehr Souveränität brauchen wir ebenso in unserer Sicherheits- und Verteidigungspolitik. Denn nicht zuletzt die USA erwarten, dass der europäische Pfeiler der NATO seine Sicherheit endlich mehr in die eigenen Hände nimmt. Die Zeitenwende legt die Grundlage dafür, durch mehr Kooperation bei militärischer Ausrüstung, Ausbildung und Einsatz sowie durch die jährliche Erreichung des 2 %-Ziels der NATO und den entschlossenen Einsatz für neue Rüstungskontrollabkommen ein sicheres Zusammenleben zu garantieren.
Auch die breite und anhaltende Unterstützung für die Ukraine ist unmittelbar mit der Verteidigung unserer Werte und Interessen verbunden. Der mutige Kampf der Ukrainerinnen und Ukrainer leistet jeden Tag einen Beitrag zum Erhalt unserer freiheitlichen demokratischen Grundordnung. Deshalb unterstützen wir unsere ukrainischen Freunde heute und in Zukunft – und sollten dies auch in Form weiterer dringend von der Ukraine benötigter Waffenlieferungen tun – und mittelfristig mit einer Mitgliedschaft in der EU und NATO fortsetzen.
