MacLean illustrates that in South America, Buchanan was able to first truly set his ideas in motion by helping a bare-knuckles #dictatorship ensure the permanence of much of the radical transformation it inflicted on a country that had been a beacon of social progress. The historian emphasizes that Buchanan’s role in the disastrous #Pinochet government of Chile has been underestimated partly because unlike Milton Friedman, who advertised his activities, Buchanan had the shrewdness to keep his involvement quiet.
With his guidance, the Chilean #military #junta deployed public choice economics in the creation of a new #constitution, which required #balanced #budgets and thereby prevented the government from spending to meet public needs. #Supermajorities would be required for any changes of substance, leaving the public little recourse to challenge programs like the #privatization of social security.
The dictator’s human rights #abuses and #pillage of the country’s resources did not seem to bother Buchanan, MacLean argues, so long as the wealthy got their way.

Russia has ordered payment on two US dollar bond coupons due on Wednesday, but it is up to Western states, mainly the US, to withdraw the funds from the country's frozen foreign currency accounts and pay bondholders, Russian Finance Minister Anton Siluanov says.
“The possibility or impossibility of fulfilling our obligations in foreign currency does not depend on us, we have the money, we made the payment, now the ball is in America’s court,” the official stated in an interview with RT Arabic. He added that Washington should clarify whether it is possible to make the payments from Russia’s foreign currency accounts.
Russia has to pay \$117.2 million on two issues of its sovereign Eurobonds on March 16. The Finance Ministry announced on Monday that it had sent an order to transfer the payment to the international depository and clearing system Euroclear. The depository will then transfer the money to bondholders. The payment order is given in US dollars, but for bondholders to receive the money, it must be withdrawn from frozen Russian foreign currency accounts. But this could be tricky.
Nearly half of Russia’s reserves (around \$300 billion) and foreign currency accounts of the Russian Central Bank (Bank of Russia) are frozen amid sanctions that followed the launch of Russia’s military operation in Ukraine last month.
The restrictions have not included formal bans on operations to service Russia’s external debt, but foreign banks may refuse to make payments on them fearing retaliatory US sanctions. Russian treasure hunt task force set up by the West
The US Departments of Justice and the Treasury announced on Wednesday that Western nations have launched a “multilateral Russian oligarch task force” to target their assets worldwide.
According to the Treasury statement, Australia, Canada, the European Commission, Germany, Italy, France, Japan, the UK, and US have all agreed to increase cooperation as part of their anti-Russia sanctions. They will collect and share information to take concrete actions, such as asset freezing, civil and criminal asset seizure, and criminal prosecution.
Cooperation between the US government and foreign partners has already yielded notable successes, the statement said, pointing out that in the last three weeks alone, “multiple vessels controlled by sanctioned individuals and entities” have been seized. Collectively, those vessels are estimated to be worth hundreds of millions of dollars, the report said.
“Our sanctions, trade restrictions, and other measures have already imposed significant costs on Russia, its leadership, and those who enabled Putin’s unprovoked invasion into Ukraine,” Treasury Secretary Janet Yellen said. “This multilateral task force will raise those costs even more, by galvanizing coordinated efforts to freeze and seize assets of these individuals in jurisdictions around the world and deny safe haven for their ill-gotten gains,” she added.
Meanwhile, Russian President Vladimir Putin said on Wednesday the country has no plans to nationalize foreign assets in response to seizures of Russian property abroad. “Unlike Western countries, we will respect property rights,” he said.

Russia on Tuesday sanctioned US President Joe Biden, Secretary of State Tony Blinken, Defense Secretary Lloyd Austin, and ten other administration officials and political figures. Moscow has said that the sanctions are a reciprocal measure, imposed after Washington blacklisted top Russian leaders, including President Vladimir Putin.
The latest additions to Russia’s “stop list” were announced by the Kremlin on Tuesday, and were described as a “counter reaction” to the “extremely Russophobic course taken by the current US administration.”
Appearing at the top of the 13-name list is President Biden, followed by Blinken and Austin. Joint Chiefs of Staff Chairman Gen. Further down the list, former Secretary of State Hillary Clinton and Biden’s son Hunter – whose dealings with a Ukrainian energy firm have previously been questioned and criticized – are also included.

Russia has largely achieved its objective of neutralizing the Ukrainian military, but Western governments mistakenly believe the deliberate progress designed to avoid civilian casualties reflects weakness and are funneling weapons to prolong the fighting, a former top Pentagon adviser has said.
Russian President Vladimir Putin has given strict orders from the outset to avoid civilian casualties and extensive property damage, retired US Army Colonel Douglas Macgregor told the Grayzone in an extensive interview on Tuesday.
This has slowed the Russians’ advance “to the point where it has given false hope both to the Ukrainians … but seized on by people in the West, to try and convince the world that a defeat is in progress, when in fact the opposite is the case,” Macgregor said.
“The war, for all intents and purposes, has been decided,” the retired colonel said. “The entire operation from day one was focused on the destruction of Ukrainian forces. That’s largely complete.”
The Ukrainian units still active “are completely surrounded, cut off and isolated in various towns and cities,” said Macgregor, including as many as 60,000 on the border with Donetsk, whose supplies are likely running out by now.
Media coverage of the fighting, however, ignores this reality and paints a picture of the Russian military being “inept” – in the words of some US senators – because it didn’t defeat Kiev in mere days. This is then used as an argument by advocates of NATO intervention and a “no-fly zone,” but also those who wish to send more weapons to Kiev.

“It’s very obvious Washington wants this to continue as long as possible, in hopes Russia would be desperately harmed. I just don’t see that happening,” Macgregor told Grayzone on Tuesday.
The biggest problem right now is that “in the West, there is no truth. There is wishful thinking and there is this impression of success by the Ukrainians that doesn’t stack up,” the colonel added. “The biggest lie I’ve heard repeated on television is, Russian troops have been told to deliberately murder Ukrainian civilians. That’s absurd, it’s nonsense.”

Video of Sharafmal’s appearance on a Channel 24 morning show went viral on Tuesday, though it was captioned “day 17 of Russo-Ukrainian war,” which would have dated it on on Sunday. Saying he was getting emotional because a good friend of his had been killed, Sharafmal launched into a call for genocide by quoting the notorious SS officer.
“I allow myself to quote Adolf Eichmann, who said that in order to destroy a nation, you must destroy, first of all, its children. Because if you kill their parents, the children will grow up and take revenge. By killing children – they will never grow up and the nation will disappear,” he said, while a photo of Eichmann appeared on the screen.
Eichmann was a senior SS officer who played a key role in setting up the Nazi death camps during WWII. Despite fleeing to Latin America, he was caught and tried in Israel in 1960 and sentenced to death for his war crimes.
While the Geneva Convention prohibited Ukrainian soldiers from killing children, Sharafmal continued, he is not bound by it. “And when I get the chance to take out the Russians, I will definitely do it. Since you call me a Nazi, I adhere to the doctrine of Adolf Eichmann, and I will do everything in my power to ensure that you and your children never live on this earth,” he added.
