The Orwellian ratio says that in most societies, 2% call all the shots and get the most of the benefits, 13% support the 2% and get some benefits and 85% do all the work, remaining destitute and ignorant.

We are going back to that ratio, despite being nominally a democracy.
The police would be part of the 13%.
If you live in a parliamentary democracy with proportional representation, then you get to vote for someone you support enthusiastically.

If you choose not to vote, or vote for a candidate who has no chance of winning, then you effectively cast a vote for the candidate you dislike the most.

Ironic that Dembrow and Mapps cite the State and federal legislatures as examples of the value of districting, like those bodies are the picture children of #democracy rather than collapsed and impotent. #oregon lege can't even hold a vote right now, and the federal House can't decide if paying our bills is actually important.
The reason voters “like” districts is because most people are NIMBYs. So many people don't even talk to their neighbors, yet it's somehow such an important demographic quality that it demands first-class priority in our elections? No, people see things near them they don't like and they think voting for a rep who maybe sees some of those same unpleasantries will do something about it.
