"Zoom in: Pro-Russian social media accounts tried to "discourage the people of Lahina from going to the agencies that could help them," Brad Smith, the vice chairman and president of Microsoft, testified before a Senate Judiciary subcommittee meeting in September. Microsoft, along with several organizations, examined the misinformation and disinformation spread online following the August fires.

Think about the “go bag” Doris Brown has in Houston, Texas. Since her main concern is flooding, her emergency items are in a waterproof bag placed up high to minimize the chances of water damage. But if you live in rural Northern California, your top concern during the hot, dry summer and fall months is likely wildfires, so you might place your bag by the front door where it’s easily accessible for evacuations. 
        How to do this: This site is a great place to start for U.S. residents—just select your state, and you’ll be sent to the corresponding state emergency management website. Depending on the size of your community, your area might already have a dedicated office of emergency management or local first responders in charge of emergency planning for your specific city or county.
    Then, start making plans today for tomorrow’s emergency. Ready.gov offers hazard-specific advice and basic plans to get you started. If you are interested in really getting specific about the needs based on your area, you can send an email to the local emergency management officials identified in the step above.

(California) is "not the only state facing challenges to keep communication systems running. As wildfires burned through Maui this year, many peoples’ cell phones stopped working. An influx of calls jammed emergency services, and power outages and damage to cell towers cut phone service. Ventura County Sheriff's Emergency Services is monitoring a moderate Santa Ana wind event that is expected to impact Ventura County tonight, Sunday through Tuesday. As a result of the forecasted winds and potential fire danger, Southern California Edison is monitoring 17 electrical circuits in the area for potential Public Safety Power Shutoffs and the National Weather Service is issuing a High Wind Warning for our area from 1AM  to 3PM Monday.

    The Ventura County Fire Department will upstaff 2 extra hand-crews due to the wind event.

    The Ventura County EOC is not expected to activate at this time and will remain at Duty Officer status until further notice.
    Ventura County Human Services Agency personnel are available to respond and establish a TEP / evacuation shelter should the need arise.  

SOUTHERN CALIFORNIA EDISON

    As of 11/19/23 at 1800, 17 circuits in Ventura County are being monitored for potential Public Safety Power Shutoffs. Amateur Radio Operators Provide Post-Hurricane Communications in Mexico

Radio Amateurs are providing communication services to and from the affected areas in and around Acapulco, Mexico.

On the morning of Wednesday, October 25, 165 mile-per-hour winds from Hurricane Otis knocked out all communications and unleashed a nightmare scenario in Acapulco.

Prior to landfall, the Visible Infrared Imaging Radiometer Suite (VIIRS) sensor on the NOAA-20 satellite captured this false-color image of the storm at about 08:30 Universal Time (2:30 AM in Acapulco) on October 24, 2023.

The area is home to roughly 800,000 people.

Radio Club Queretaro member Ruben Navarrete Galvan, XE1EC, told ARRL News that amateur radio operators are still active with multiple operations, and they are receiving citizen requests to obtain information on the whereabouts of their relatives.

"We keep an online database with these requests that we share with the different hams participating in the operation. Read-only access to this database is provided to the authorities who might need it, too. We also transmit this information to hams deployed in the Acapulco area via HF," Galvan said.

Solar-based microgrids have also seen an uptick in adoption since Maria. During prolonged outages, they can provide a cleaner and less expensive alternative to emergency diesel generators. Diesel generators emit harmful pollutants and are expensive to operate, especially in the aftermath of a devastating storm, when fuel is scarce. Following Maria, businesses in Adjuntas struggled to obtain enough diesel and spent thousands of dollars on fuel to keep their generators operating—an expense that sorely tested them.

Sunlight, though, is a free and abundant energy source in Puerto Rico, and solar-based microgrids have proven to be a reliable alternative to the central grid. The two microgrids in Adjuntas encompass more than 700 PV panels installed on the rooftops of 14 small businesses in the center of the town, including the bakery, the pizzeria, and critical facilities such as the pharmacy. The microgrids, which have a total capacity of about 200 kilowatts, as well as two large battery-storage systems with more than 1 megawatt-hour of capacity, are designed to power these businesses.
