They can say WHAT it depends on, and can even simulate some of those dependencies to take the thought experiment a few steps down the path. e.g. "it depends on latency requirements. If your latency requirements are near real-time, you have to do X. If you can handle single digit seconds of latency, options Y and Z are now on the table. If you can do it asynchronously with hours of latency, then A, B and C are all possible." It's not hard to say "it depends". It's hard to nail down WHAT it depends on and how defining that dependency actually affects your outcomes.
